Spartanburg County Council voted to table an ordinance that would have authorized the county recreation district to issue a general obligation bond for up to $1.6 million to pay for a building that would be used for office space, public meetings and events.

Dale Culbreath, chairman of the personnel and finance committee said, “I just had too many questions that I couldn’t answer about this plan. So we decided to table it.”

The ordinance never came up for first reading.

However, council did approve on first reading a recreation district request amend the capital budget to increase the amount of money spent on the Tyger River Regional Park by $250,000. Also in the amended request the county recognizes there is $2.5 million in leftover funds and that money would be used for a new capital project. The total amount in the hospitality tax fund would increase from $3.966 million to $6.716 million.

Glenn Breed, county administrator, said it is important to note that the money for capitol projects is not in addition to allocated funding.

The Tyger River complex is slated for completion next year and will include 12 youth baseball/softball fields as well as a tournament stadium with seating for 600. The park will be located on 140 acres just minutes from Interstate 85 on Gano Drive in Reidville.

Council approved at second reading an ordinance to amend the capital projects budget reducing funding for the Outdoor Adventure Center from $1.2 million to $250,000 and adding $450,000 to the budget for Va-Du-Mar McMillan Regional Park. Work on planning and design will be accelerated with $500,000 for the Holston Creek Regional Park.

Council also approved exclusions to the county’s noise ordinance that would allow First Baptist of North Spartanburg to hold a fall festival from 5 p.m. until 11 p.m. at 8740 Asheville Highway; the Greer Dragway to hold races from 4 p.m. to midnight on Oct. 30 and Nov. 6; Wompus Woods Haunted Trail will be allowed to operate from 7 p.m. until 11 p.m. three days a week for the month of October; Nightmare Hollow was granted an exemption to operate from dusk until 11 p.m. in October.

County Council next meets on Oct. 18 at 5:30 p.m. in council chambers at 366 N. Church St.
