Greenville County Council just couldn’t quite pull the trigger Tuesday night on changes to the environmental control ordinance that would require mowed buffers between undeveloped lots and developed ones in zoned subdivisions and sent the measure back to committee.

The extended debate at third reading absorbed about a third of the hour-long meeting with council members confused by just what kinds of lots would be covered and whether or not the ordinance is needed since the county already has rules governing maintenance of private property in zoned areas.

Finally, on a motion by Joe Baldwin, the matter was sent back to committee to be taken up again in July.

Council also handed out $35,760 from various council member expense accounts to a variety of projects around the county.

Councilwoman Judy Gilstrap was the big spender doling out $14,560 for a variety of projects. At Tanglewood Middle School $2,560 will go for three security gates; $5,500 to the county recreation department for the Piedmont Sports Complex; $1,500 to Camp Spearhead; $1,500 to support the Scottish Games; and $3,500 to pave a turnaround on Piedmont Avenue Extension.

Joe Baldwin asked for and received permission to spend $11,200 –  $10,000 for work on Greer’s track and field complex and $1,200 for the Scottish Games.

Xanthene Norris handed out $5,800 for the county recreation department and $700 for Spearhead.

Council Chairman H.G. “Butch Kirven asked for and got $2,500 for the Duncan Chapel Fire Department.

Clearing council at third reading was an ordinance authorizing $725,000 in bond money for the Fountain Inn Fire Service Area Project and $600,000 for the Tygerville Fire District Project.

The Berea Public Service District’s $1.5 million bond issue cleared council on second reading as did the $16.5 million bond issue for a variety of recreation and tourist related projects which will be paid back through hospitality tax monies.

Clearing council at first reading was an ordinance authorizing creation of a Lakeview Acres Improvement District to pave two roads in the subdivision to be paid for by an assessment on property. The estimated cost is less than $65,000.

Under a blanket ordinance council approved on first reading tax hikes of a half mil for the Fountain Inn Fire Service Area, Mauldin Fire Service Area, Simpsonville Fire Service Area, Tigerville Fire Service Area and the Clear Springs Fire and Rescue District.

The Canebreak Fire Service Area got four tenths of a mill and Donaldson got a one-mil hike.

Council also approved authority to enter into lease agreements with the AARP Foundation/Senior Community Service Employment Program and the South Carolina Business Coalition on Health for the use of available office space at County Square.

County council next meets on June 22 at 6 p.m. in council chambers at County Square.
