Greenville County Council whipped through a long agenda Tuesday night passing a text amendment to the county’s zoning ordinance that would allow for a flexible review district that would allow innovated design in areas of the county where existing zoning would prohibit such structures.

It would allow for infill development on plots that are currently impossible to develop.

Council passed the text amendment unanimously at third reading.

Also passing at third reading was an amendment to  sign the ordinance that would allow retail establishments in strip malls that are under 25,000 square feet and which occupy the end units to install an extra sign on the wall of the building.

Final reading was given to creation of a joint industrial park in Laurens County through Teknor-Apex Company and to an agreement providing for a fee-in-lieu of taxes agreement for the park.

Greenville Tech got the green light for issuing not more than $9.3 million in refinancing certificates to take advantage of lower interest rates.

In return for an investment of at least $10 million and creation of 233 jobs at the Milliken Gayley Plant in Pickens County and creation of 67 jobs at the CUICAR facility in Greenville County, council approved at second reading a fee-in-lieu of taxes agreement for the development of  infastructure with Sage Automotive Interiors.

In addition, council also approved at second reading a joint multi county industrial park with Anderson County for the Sage Tract. Part of the park will be located at ICAR and part in Anderson County. The counties are to split income from the park with the portion of the park in Anderson paying 99 percent to that county and 99 percent going to Greenville for the part at ICAR.

Each county will pay all of the development costs for their respective portions of the park.

Greenville County Council next meets on Nov. 2 at 6 p.m. in council chambers at County Square.
